I have future plans of adding billet aluminum pulleys and performance cams. Will they make a difference, and will they work without having to dig any deeper into the motors guts?

Yes you will with both.

The camshaft part though is something you have to really pick out properly because it's a critical part of your engines characteristics and where your powerband is going to be at.

I would do alot of reading and researching before even buying them.

On top of this, I would hope you have a way to control fuel consumption on top of it.

As far as if you can just put in camshafts and not change anything else, the answer is yes. No other valvetrain changes are required UNLESS there is current wear to them, then it's suggested you change them.
