Help on Chevrolet Corsa GLS 1998

Hi Everyone I am from Argentina and I have a problem which you might be able to clarify.

I have to GM Cars a Blazer and Corsa GLS 1998 with Ecotec X16XE Engine.

The Corsa was working ok, until 21 of November 2003 I was going into work
when all of the sudden the engine was running but the car wasn´t going anywhere,
the inertia took me to the closest petrol station and to my suprise it still had petrol.

I called a tow track and took it into my Chevrolet Service Centre.
They told me that the Distribution Chain had broken down...

This means $3000 local Pesos, U$S 1000.-

But this is only the begining of my ordeal...The service manager tells me
that the Chain SHOULD HAD BEEN changed at 30MKM because of
known problem with the Ecotec X16XE Engines.

So since than I have been trying to get a Straight Answer from Chevrolet
here and all I get is, "It´s out of Warranty"...

Obviously this has nothing to do with the Warranty (in Argentina is 12 months).
This has to do with the fact that the engines have a known Problem and instead
of changing the Chain every 60MKM they informed the Service Center to do it
every 30MKM...

Now can anyone tell me if this is True???
Is there such a problem with the Ecotec Engines??
Where can I find information on this problem??
Has GM informed the Customer Base?? I was never told until it was too late !!
Is the a Official statement from GM??
